What defines the list workspaces you can publish a pbix to?

I am an admin and member on quite a few workspaces.  I have a pbix that I want to publish to a workspace where the underlying dataset is already published.  When I am in the pbix and I hit the Publish button, I get an abbreviated list of the workspaces, not including the one i need.  Many of these are places i have never published and they definitely do not have the dataset. When I try to Publish other pbix files the same way, I get the full list of all my workspaces.

I cannot figure out why this pbix file only has a limited list of workspaces to publish to?  And how do I get it to include the one I need?  What controls the workspaces that apear or do nto appear in this list?

Do you connect to dataset from an app workspace in Power BI Service?

If so, it is impossible to publish the report to the same app workspace.
