Based on my understanding, the highlighted values enclosed in green boxes such as vs Budget, vs Prior Period and vs Goal are best described as comparison or variance indicators, commonly referred to as KPI indicators or KPI badges in Power BI. They indicate how a measure, for example Total Prescribers or Gross Sales, performs against a target or a previous period, thereby providing immediate performance context. The confusion arises because the comparison text, for instance vs Budget, appears to be a static label. However, it is part of the KPI indicator and denotes variance context rather than being the KPI itself.

I'm not sure exactly what you are looking for but I would call the highlighted portions "reference labels" as they most likely are measure names/descriptions. The KPI portion would be the actual calculation.
