From my understanding when you create a PBI dashboard in PBI Designer, you've essentially locked in data in model embedded in file so when you upload it's only a snapshot of data at time. Is the only way to get refresh by using Power Query/PowerPivot and uploading the workbook or will Designer support data refresh?

1. Yes you can refresh data from supported sources..Check this
2. If you are connected to supported sources above & can scedule a refresh, try savinf and connect the pbix file from OneDrive business or personal , when it fetces the new data it will also refresh your data model with any new measures and/or visuals from reports..

For unsupported data sources we have been using a 3rd party tool called Power Udpate to refresh our data. We use it to connect to our power pivot/power query models that source from onprem data such as Multidimensional cubes and SQL databases. It's free to try....
