What If Parameter

I want to be able to setup a parameter where the user enters a number which is then used in measure calculations etc. I see that there is supposed to be a feature called a "What-If Parameter" but I am unable to find it, it is not located where the documentation says to go. Only my Modeling Menu I do not have this feature, see attached screen grab.

Wow, I must be snowblind!! It is kind of confusing having an ocon on the left that says Model, and a menu tab Modeling.

Do not see what I am doing wrong, it will not let me save the Parameter
