I have a paginated report that, when I use Print layout has all the rows -- it looks good
but when I look in Web layout, I get only a handful of rows over 100's of pages:
What do I need to change to tell the Web Layout to display (say) 100 rows per page?

There is no option to modify the shown number of rows.
But the phenomenon you're showing in the image is also not normal; the displayed pages should always be fully extended in height.
Additionally, in your screenshot of the print view, it seems like there’s a horizontal scrollbar at the top.
I assume that what's happening is that there isn't enough width for the display, which is causing the issue... Of course, based on images alone, it's difficult to diagnose the problem accurately.
Therefore, I recommend doing it gradually—check the display after adding each column. This way, you'll know at what point things start to distort, and perhaps you can reduce the width of the problematic columns or make other necessary adjustments.
