Web Url Conditional Formatting - Unable to Select Field

I am experiencing this problem and none of the fixes work for me.

When I select conditional formatting -> Web URL the input field is always red.   Before I change anything

I have verified the discourage Implicit measures is set to false

I have tried using a measure as described below,  URLToUse:=SELECTEDVALUE(table_name[URL_column_name])  

But the field is red and never lets me select anything.

I am using Live Connect mode with an SSAS model and I have verified that in my model Discourage Implicit is false

"discourageImplicitMeasures": false,

But I did try to change this flag in my model and it was never reflected in my PowerBi Model tab.   Always false even if I set the flag to true.

Also In my data tab I do see the Summation signs and I can use fields in tables
