My dataset size is only 380 mb and yet it is taking 1hr or more in web scheduled refresh or an error is showing up saying
"Microsoft SQL: Execution Timeout Expired. The timeout period elapsed prior to completion of the operation or the server is not responding."
for power bi and there is no error in any table columns and refresh in power bi desktop version also takes same amount time for refresh, How can I resolve this?

Yes,My gateway is working Properly. But still it is showing error while refresh after 2-3 times refresh since 1 month

Did this happen after doing the latest update in September? Please measure Power Query query performance using SQL Server Profiler .
You can also try the following settings to improve the performance of Power BI
In Power Query Editor:
- Disable queries that you don’t need to load into
- If a query doesn't need to be refreshed, turn off "Include in report refreshes"
In 'Options and settings':
- Turn off “Allow data preview to download in the background”
- Turn on “Enable parallel loading of tables”
- Disable the auto Date/time and try to manually create a date table in your model.
