Visuals Moving on Different Screen Sizes

Use a fixed canva size,
Set a fixed page size instead of the default "16:9" or "Fit to Page". This prevents Power BI from trying to auto-scale visuals.
Steps:

Go to Format Pane β Page Information β Page Size.

Change from "16:9" to Custom or use "Letter" / "A4".

Define a width and height in pixels or inches that suits your design.
Group Element
If you have a visual + text box that should stay together, group them.
Steps:

Select the text and the visual.

Right-click β Group β "Group".

I have tried these steps but unfortunately haven't worked for me. They are still mis-alligned when I put them into service.
This is what it looks like in desktop version and how I want it to appear in service.
However this is how it's coming out in service below

It appears that the text box circled in red below is being made smaller for some reason when I put it into service.
