Hi,
I have a table which shows total number given planning consent, total number started, and total number completed.
How do I show this on a visual for separate years please?

If I understood you correctly, you are asking for advice from an effective data visualization perspective. Choosing the appropriate graph depends on what you want to convey with these numbers. If you want to compare these three metrics, such as in a funnel-like process, a simple bar chart is the best way to represent this information.
