Visual to Display Previous Two Calendar Weeks Without Filtering Out Data

I have a Power BI report that has a DAX measure to count the number of open actions in a calendar week based on the date closed and a week end date in a calendar table. 

 

In the visual in my report I just want to display the number open this week and the number open last week per department in a table. However, when I add a date filter to the table the relationship between my calendar and data table is filtering out my actions. Adding in a second calendar table works in my simplified dataset but with two years worth of data this doesn't work. 

 

I've uploaded a simplied version of what I am trying to achieve here (if you add in a relationship between the calendar table and the date open you will see what I am seeing on my main report.
