Visual needed for a dashboard with conditional formatting

Please refer to the document Conditional formatting in tables, you may create Field value in measure using DAX , then set background color formatted by Field value using conditional formatting feature.

Thanks, I am actually ok with the conditionally formatting part. It's trying to get the Risk and Controls into a visual where each Risk has a different number of controls so its not just a straight table or heat map.

This is what I am trying to accomplish in one visual and not sure if it is possible. Each Risk has a different number of Controls. This image below I have them in 3 separate tables. Or if I can keep them in separate tables is there a way to eliminate the white space in between.
