Visual level filters not saving in a bookmark setting

Based on what you've described, it seems that the issue lies in how Power BI bookmarks are capturing (or not capturing) the state of visual-level filters, particularly those applied to measures. 

Check your bookmark settings right-click the bookmark in question and ensure that the Data option is checked. This setting controls whether filter and slicer states are saved with the bookmark without it, any changes to filters won’t persist. If that’s already enabled, but the issue still occurs, you might want to move your filter logic from the visual-level to the page-level filters in the Filters Pane. Page level filters are more reliably captured by bookmarks and tend to remain consistent across sessions and when the report is published. After making this change, don’t forget to update the bookmark to capture the new state. 

If that doesn’t resolve the issue, consider deleting and recreating the bookmark after applying the desired filters sometimes bookmarks can become corrupted or lose sync with the report’s current state. Also, test your changes in both Power BI Desktop and the Service to ensure the behavior is consistent across platforms. 

If you find bookmarks continue to behave inconsistently with filters, you could create duplicate visuals with the desired filters pre applied and use the Selection Pane to toggle visibility via bookmarks. This gives you full control over what each bookmark shows without depending on filters being remembered correctly.
