I am trying to apply a visual level filter on the above to only show values where it is greater than zero but that doesn't seem to work. Am I doing anything wrong? The values are coming from a measure.

It seems that you are using 'clustered bar chart '. How did you create the visual level filter?
Please recheck the filters you have selected.
