Visual Header tooltips not turning off

Based on my test,once you have disabled the feature in desktop,it will be also activated in Service,if not,pls go to Service>format>visual header>visual header tooltip icon:off. to make it disabled.

Give one try to below setting:
File -> Options and Settings -> Options -> Report Settings" and check the box "Hide the visual header in reading view".
Then save this file and publish it on service. And if you are facing issue on PBI service so refer this full thread:

Thank you, but I don't want to turn them off for all visuals on the page. The slicer tooltips are interfering with my table tooltip - I need the table one to be visual so the user can export the data.
