I have discovered that you can only use Visual Header Tooltips when you create a *NEW* project (with Desktop version September), you cannot enable this option with your *EXISTING* PowerBI projects/files.
This is a really big disappointment that backwards compatibility is not maintained.
It would mean spending 100+hrs to re-create my existing dashboards to take advantage of this new feature - so there's no way I'm going to do that!

If you go into options and look under report settings in current file. Try and enable the option "Use the modern visual header" and see if that solves it.

As long as your power bi is updated than all functions should be available. Are you certain that you can't find it under visual header?
