Values for cells with no data

This has been an ongoing issue and i've spent hours working on this, but no luck. As you can see in the table, the green empty cells are cells that have no data associated with them, so they are blank. The "show no data" option won't work for this as there is no data. And, I can't add a "+0" because it will ignore my data range filter. I want to show "100" for all blank cells and it work within any data range i choose.

To report on things that are not there you need to use disconnected tables and/or crossjoins
