How could one create something like this in Power BI?

The viz available that is closest to that is stacked column chart with table (not clustered):

Otherwise, you will need a combination of matrix and a combo chart, or maybe deneb and SVG.

Currently, there is only the visual mentioned by danextian as a reference in the Powerbi visual. Currently there is no visual that contains both Clustered column chart and Table.

Unless I am using it wrong, the stacked column chart with table (not clustered) is pretty limited in what it can do and does not get close to what I need.
