Utilize only dates/months that exist in both tables for measure

I am trying to get an average in a measure, but the result is skewed because one of my two tables is a month behind sometimes. When I have an extra month of data in one table the average is way off.

How do I only utilize months that exist in both tables?

Maybe this will help as an example. I have two tables like below. One has data for January through April, but the other table is a month behind. I want to be able to have on a card the average sales per headcount or per labor hour, but if I just sum up totals from both tables and do the calculation, its not accurate because there's an extra month of labor in that calculation. I only want the card do show to average based on complete months that exist in both tables. Thanks.
