I have a data set that I've mapped with location data (city, state, zip). In a perfect world, I'd have data for every zip code and I would be able to filter for a specific zip code and easily see that data. However, I don't have data for every location and the next best thing is the data for the surounding zip codes. Since the zip code of interest doesn't have data, I can't quickly find it and then look at the surounding data points. Right now I have to look up the zip code using an online map and then come back to my visual and zoom in until I find that region.
What I'd like to do is be able to search/filter for that zip code that I don't have data for and the visual will still bring me to that location and I can work from there. Is this even possible?
The only thing I can think of to solve this would be to include "dummy" data points so that the filter function will still find the zip.

The Territory Visual by EasyTerritory supports this scenario.
With the Territory Visual can Search for a ZIP Code or Address:
Zoom the map to that location and see all of the surrounding ZIP Codes:
Use the lasso or travel-time ring to select ZIP Codes:
You can also bind to a metric in your data model to drive the color or size of the ZIP Code centroid (e.g. Sales Rev by ZIP).
EasyTerritory does have a nominal subscription cost that includes Postal Code data for almost every country that has Postal Code polygons defined.

You have a number of options to create and maintain a Power BI Dataset such as this.
Search out a service like https://zipcodebase.com/ that offers a Zip Code API to Worldwide Postal Code Data. They have a number of Features and API endpoints. This is only an example, and their free tier may be useful for your needs.
There are other providers such as https://www.back4app.com/database/back4app/us-zip-code-api
that offer API and the ability to download as a file.
Then there is the USPS Dataset API Documentation from huduser.gov.
