Using matrix to compute KPI on Power BI

Hello everyone, 

I have two table. Firts table contains targets for each product, month. Second table express current actual performance. These 2 table connected by many to many cardinality and these have 3 identical column with same value. When creating matrix, shouldn't return same value. In fact, each row must return different value. If you don't unsderstand text please look at attached image.
