I am using line and clustered column chart, passing two values for example [Expense] and [Income] in millions for column values. For line value created a measure called [Earned Ration] = [Expense] / [Income] with average ratio of 23%. The problem is since the line value is small compare to the millions it shows as a straight line.
I found this topic on BI Community http://community.powerbi.com/t5/Desktop/DAX-Column-and-line-chart-make-one-category-as-line/m-p/2525... and want make my line to show above the columns, do I need to create a DAX measure? Any info would greatly appreciated.

I would recommend using the Cluster Bar and Line Chart for this. You can set up your clusters pretty easily. After that, you can simply drag your line field value into the line field. Then, go to the formatting page and turn on Secondary Axis. You should be all set from there. The pic below will help you navigate where to find most of the setting in the Format tab.

What's the version of Power BI Desktop do you run? I have tested in the latest version, the Show Secondary property is available. If you are not running the latest desktop, please update it from this site: Microsoft Power BI Desktop.
You can open Show Secondary property, then set proper values for Start and End properties to force line chart display on the top of columns. See:

Hi Oiuyun_Yu - thank you for your reply and sorry for late reply. I think I had the April version and since I have installed the latest version. I think what made me to miss the "Show secondary" was the detail window when you click on Y-Axis. When I was clicking on the Y-Axis to extend the details window, I missed the little scroll at the right hand side and couldn’t see the “Show secondary” item. I think it would be a good idea since the detail scroll bar is so tiny to have it in different color.
