Using distant count to find percentage of staff attending training

hi everyone,
i am a newbie trying to figure out how i can use powerbi for my case.

I have a large sheet of data which show the number of staff who attended a training.
The attendance sheet contain name & staffid.


How do i get the percentage of staff who attended the training from each department?
A staff may signed up for more than a training, so I am using distant count.

Attached is the sample data.

Thank you for any help given.

Create a calculation as follows, I also attached the file below my signature.

Training Attended % = 

DIVIDE(
    DISTINCTCOUNT(Attendance[StaffID]),
    COUNT(StaffList[StaffID])
)
