Using date columns from a table as start/end dates for filter
Figured it out!
I went into the X axis settings and used the function setting to choose the Publish Field / Earliest Date for the Start field and LookThru date / Latest Date as the End date. Then I created a filter for the Outlets. When they click on the filter, it uses the dates as the start and and as the X axis range.

You can "edit interactions" (refer here: https://docs.microsoft.com/en-us/power-bi/create-reports/service-reports-visual-interactions) which should provide you with what you want. Importantly, if it doesn't, you may need to visit your relationships in the Model view of Power BI to ensure that when you click a respective point, Power BI knows that it is related to the records in the Table.
