Distinct Operator average per Day =
    VAR __Table = 
      SUMMARIZE(
        '2022ChalkHillPickerData',
        [Date],
        "Value",COUNTROWS(DISTINCT('2022ChalkHillPickerData'[User]))

    AVERAGEX(__Table, [Value])

Do think that same concept will work for time based calculations as well?
