Using a date condition in a measure

I have a complex calculation that needs to be made on an aggregate level, hence why a measure is needed. But that calculation is dependent on a given month. However, I cannot access the date in the measure, due to the measure not being done on a row-by-row basis.

 

At the moment I have two if statements, one for a certain month range, and another for a different month range. 

 

How do I go about "Accessing" the date condition in the measure?

From current description, it's hard to imagine the scenario. Please illustrate yor problem with sample data of data view. Also, without the detailed DAX formula, I cannot tell what is wrong in your complex calculation. So, please provide sample data, screenshot of current report and desired result.
