Users can't access my shared reports

I have shared a report with multiple users. They receive an email providing the link to the report, but when they click on the link they receive a "Permission Required" error. I have had then restart their computers and Chrome software but this also does not help. They have tried accessing the link through the "Shared with Me" link in the side column and this also provides the same error.

Just checking - Do your users have Power BI Pro accounts?

If they do, the only other idea is if Row-Level Security is enabled but not set up correctly.

Otherwise, someone else may be able to offer some ideas.

Just curious if any solution was found with this issue encountered? Am addinf a comment as we are currently seeing this issue where Pro users are unable to share their reports/dashboards.
