User/Hours ; Date Slicer is removing users even with "Show items with no data" selected

Using list of work log users and values of Hours.  I want to see how many hours this month per the list of users.  However I can never see users with 0 timestamps within the month.  How do I make the list of users static and just update the hours when selecting my dates?

 

3 sets of data: Timestamp, Hours, Users.  Users enter hours and hours have a timestamp.  Sometimes users don't enter any hours and I want to catch those.

1.Create a user table to just input user to it.

2.Then can create a measure

Measure =
VAR a =
    CALCULATE (
        SUM ( 'Data'[hours] ),
        FILTER ( 'Data', [User] IN VALUES ( 'User'[User] ) )
    )
RETURN
    IF ( NOT ( ISBLANK ( a ) ), a, 0 )

3.Then create a column visual and put the user field of the user table to x-axis, and the measure to the y-axis
