Up and Down Arrow Keys Indication

I have the data matrix below and i want to add another column to the end of the matrix. The criteria for the new column is if max(date) count is greater than max(date)-1 count then the cell should indicate a up arrow in green color. otherwise max(date) count is less than the max(date)-1 count the cell should indicate a down arrow in red color.
