How to make the table down below in PowerQuery so the 99 in first column instead of null and third column does not exist?

You can use conditional columns in Power Query Editor to solve the problem. For example.
Table.
Add conditional column.
Remove unwanted columns.
Close and apply.
Attach the PBIX file for reference. Hope it helps.
