Unknown hard error - while loading xlsx file

Whenever I try to load an excel file, it gives following error. Why is this happening and how can we rectify this?

This looks more like a system error rather than power BI issue. There is an existing thread for it:

I am on a company's Laptop and i don't have access to do system related setting and clean up mentioned in the post. What to do in this case? Company IT folks are saying only Vendor can help in this.
