    just a guess, in your dax union formula, maybe try no to reference the table directly, bu use something like

     

    union (summarize(table_current, field1,field2),summarize(table_history,field1,field2))

Are you running the current version of PBI? There has been a bug in this feature that has just been solved with the latest version.

And just in case this is unclear:

If the table with the "old" data shall not be loaded to the datamodel (but instead be only appended to the refreshing query), you have to disable load as well (see screenshot: above the disabling of the refresh).
