I get the below message when trying to publish reprots to workspaces that I am the admin of, this includes my personal workspace. The data sources in the report are SQL server and sharepoint.
Update: Clearing the cache in power bi and refreshing the data allowed me to publish.

From the error i think you are trying to create a composite model? [Live or direct query + import] You dont have enough permission to do it. Check "Managing composite models on Power BI semantic models" Section in below article.

These were reports I was able to update before my employer migrated to premium and new workspaces. How am I able to update the workspace to allow these reports? I'm having trouble finding it in the document you provided.
All the tables are set to import mode.
Can you check if you have the correct workspace permissions? You should have member or admin access to publish reports.

I'm an admin of this workspace and am able to refresh the report in desktop.
Can you share the data source settings page[Hide any sensitive info]. Also try below article to resolve any basic issue mentioned in that.
