I am new to POWER BI.
I have imported a SQL table with 60 million records and when I try to save the pbix file I am getting the above error. Please help.

This is just a single table import and there is no other criteria while importing. How will I do a partial load and then publish?

As a starting point to ensure that your file is saving with no problem, try filtering out your data while importing.
Another option to reduce the dataset size would be to restrict the columns that are being importing
Wide Table usually occupy a lot of memory and increase the dataset size drastically

Any operation that you are doing in your system (not just with Power BI) will be running In-Memory until you save it.
This seems like the amount of data that you are importing increases the memory processing to such high level that your system does not have RAM to save your file.
Try loading less no of records and save. It should save. Then Import all 60 million records after publishing the file to service
