Unable to refresh Dashboard

I have a published Workbook/Dashboard, and I am unable to click the Refresh.  are there any work arounds to the following error.  I am currently using the latest version June 2019).  I am not using a...

Unless your database is On Cloud, without a gateway Power BI Service has no way to know where your database resides (on your local on-premise servers) and hence can not connect to that database to refresh the report.

 

As the error message indicates, you would need to configure a gateway that acts a a bridge between your data source and the Power BI service.

 

Check all the data sources in your Power BI report file (pbix file). If there is even one source (maybe recently added) that is referencing any on-premise data sources, you would need a gateway.

So can you please explain it was working prior to the latest update?    How can I tell if the data is on the cloud or on local server (which I believe is where the current data is stored)?
