Unable to publish user created usage report in app

We cretaed a new pbix file that users the Powerbi service datasource to display usage data for reports in a Workspace.  I'm able to publish the report to the workspace but not to the app.  Is there a workaround for this?

Hi @mehul26 ,

What is your role in the workspace?  If you are a contributor, you can publish reports to the workspace, delete content. But you cannot publish, unpublish, and change permissions for an app. Please check your role in the workspace.

Here is the message we get when trying to create/publish app.  We are able to publish all other reports where the datasource is not PowerBI service.  It only those reports that use the PowerBI service with usage stats that can't be published to the app.  What's odd is, when I created a new pbix file and published it the the workspace the first time, I was able to publish is to the app.  But as soon as I modified the pbix file and tried to publish it again, the toggle icon to publish the report in an app was grayed out.

You do not have any dashboards or reports that can be shared through apps. Note: Content originating from organizational content packs cannot be shared through apps.

Is it possible to publish apps in other workspaces? Does your organization have the ability to disabled the function os creating apps ？ Please check. If it is possible, please provide a screenshot with sensitive information obscured.

There is no error message.  When I go to the Workspace, the toggle to include the report in the app is grayed out for this particular report.
