Unable to move or resize visualizations in Power BI Desktop (Version: 2.116.966.0 64-bit (April, 20)

How to solve this issue? I have wasted lots of time in this. Please somebody tell me any workaround for this.

I don't want to have new updated version of PowerBI

The best thing you can do is updating your Power BI desktop, then check to see the issue still there or not.
