The same solution is used for at least two other project files and works as expected only one project file returns this error message.

We resolved the issue by taking the following actions
1) Open the project file (.pbip) , then save as .pbix
2) Delete the orginal .pbip file
3) Open the .pbix file, then saving as a new .pbip file
After that we were able to make the changes and save the (new) project file without any issues.
I've run into this mysterious "UserErrorDetails doesn't make sense if the error is not caused by the user" issue too with a simlar stack track including
Microsoft.PowerBI.Client.Windows.Services.BiProjectOperationHandler.<SaveReportIntoProjectRelatedFile>
It seems to be an issue saving the .pbip file structure over existing files. I was able to save it into a new empty folder instead of in the existing location.
This seems to occur more often if you saving to a OneDrive or SharePoint shared folder (see Considerations and limitations here: Power BI Desktop projects (PBIP) - Power BI | Microsoft Learn)
In Power BI Desktop, you can't save as a PBIP directly to OneDrive and SharePoint. You can use Save As to save files to a locally synced OneDrive folder; however, this may cause file locking issues, potentially leading to failed save operations in Power BI Desktop.
We resolved the issue by taking the following actions
1) Open the project file (.pbip) , then save as .pbix
2) Delete the orginal .pbip file
3) Open the .pbix file, then saving as a new .pbip file
After that we were able to make the changes and save the (new) project file without any issues.

How big are the base64 images? Power BI has a limit of around 32K characters per cell.
The field size is a max size of 22k characters.
This is only affecting one .pbip file, the other two files using the same data source, we are able to save them without the error message. Only one of the project files returns this error message when we try to save the project file 😔

I would suggest updating from the older Feb release 2.140.1476.0 to the latest release (1.140.1577.0).
Your error trace seems to orginate from powerquery (mashup), so are you doing anything different between the report in regards to getting data?
Thats a fair comment, all our software is updated from a central location. So we will need to wait till the new version is released.
