Try with this:
Catchment2 = LOOKUPVALUE('user_catch-2'[EST_CATCHMENT_AREA], 'user_catch-2'[CREATED_BY], 'CA usage'[CREATED_BY], "UNASSIGNED")

You can do it on the first column directly, no need to create a new one:
Catchment2 = VAR aux_ = LOOKUPVALUE ( 'user_catch-2'[EST_CATCHMENT_AREA], 'user_catch-2'[CREATED_BY], 'CA usage'[CREATED_BY] ) RETURN IF ( ISBLANK ( aux_ ), "Unassigned", aux_ )Please mark the question solved when done and consider giving a thumbs up if posts are helpful.
