    This error message usually indicates that the SQL Server instance you're trying to connect to is either not running or not configured to allow remote connections. To troubleshoot this issue, you can try the following steps:

    1. Check if the SQL Server instance is running and listening on the correct port. You can use the SQL Server Configuration Manager to check this.

    2. Verify that you're using the correct instance name and port number to connect to the SQL Server instance.

    3. Check if the SQL Server instance is configured to allow remote connections. You can check this in the SQL Server Configuration Manager under the "SQL Server Network Configuration" section.

    4. Make sure that the firewall on the server hosting the SQL Server instance is not blocking incoming connections on the port that the SQL Server instance is listening on.
