Is there a way to show the URL button so that the user can click on it after you export the report in PDF format? I've created a button in desktop mode where I've Iink the URL but when I export it to PDF format, the link does not show.

Export to PDF is equivalent to a print operation, all the buttons will not work!
If you want the buttons to be available, you can choose to first PUBLISH to Power BI Service and then export as a PPT. PPT will retain the role set by the button.
