URL conditional format doesn't work for all cells

I want to integrate the URL to the key text to remove the column with the icon link, but when I do this certain cells are clickable and other no, how is this possible?. All url are valid, indeed all of them work fine with the icon, but when I integrate them in the key not all cells are clickable

@monicajsv , Can you share sample data Or a sample pbix after removing sensitive data.

Ideally, The column/measure should be marked as URL

It was one of the first things I checked and yes, the column is marked as URL, indeed, if I use it to build a column in the visual table, the link work for all the rows, the problem is when I try to use it integrated with the text in the column "Key". The only pattern I've detected is that is not working for the rows with effort data is empty (you can see it in the picture attached)
