Two rows not being included in (Power Bi Format Visual Row Subtotal) HELP

I believe the issue is within the relationship.

Small Tool Expense & Property & Liability are the two not showing. I look at the relationships and it looks legit because it shows the amounts for the two rows but it isn't included in the total calculation.

Actuals Sum = (SUM(Transactions[Net Amount])) this is my dax to get the values. visual.png

  
as you see the 996,140 number doesn't have that 3865 inside its total even though it's visible on the matrix. The same for Property & Library look below tax and the insurance total isn't right. 
please help anyone
