    Try changing the cross filtering on both and also check for any errors on the strings, sometiimes, Power BI identifies some values with spaces or additional characters, thus, considering it a different value. 

    Use the Trim, Clean features on Power Query and also try duplicating both key columns and deleting the older ones to see if that fixes the error.
