Allocated Cost per order id =
VAR __numberofOrders = CALCULATE ( COUNTROWS ( YourTable ), ALLEXCEPT ( YourTable, YourTable[TrackingNumber] ) )
RETURN
DIVIDE ( YourTable[Cost], __numberofOrders )
