Redo your measure to
Allocation Month = DIVIDE ( SUM ( SampleData[Net Amount] ), CALCULATE ( SUM ( SampleData[Net Amount] ), FILTER ( ALL ( SampleData[YearMonth], SampleData[New Month] ), SampleData[YearMonth] = SELECTEDVALUE ( SampleData[YearMonth] ) ) ) )Only question I have is regarding the allocation in Month do you also need to have it divided by the total?
In this case you need to redo the way your table is presented.

You just need to make the following measure:
Percentage of Allocation in Month = DIVIDE(SUM(SampleData[Allocation in Month]) , SUM(SampleData[Net Amount]))
