For the first one, there are very interesting {free} meetups each month !

Regarding your Power BI 'pure' certification question, there is this EdX course: https://www.edx.org/course/analyzing-visualizing-data-power-bi-microsoft-dat207x-4 . I have never tried it - I prefer focusing on the websites above !
