Thank you for responding.
I have a realtionship between the two on staff number but still only show's the people who have completed training not everybody.

Can you look into https://docs.microsoft.com/en-us/power-bi/desktop-create-and-manage-relationships
Check setting of your Cardinality and Cross Filter Directions.
You might need to find right combination.
I sometimes struggle with that but some setting should fulfil your requirement.
