Totals don't add up

Hello - I believe there is a way around this, but can't undersand (in my brain or in syntax) why below doesn't add up.  I tried a sumx but that didn't seem to work with functions.  Anyhelp is appreci...

What's the detail formula of [Billed/Billable] and [ManualCodeout]?

 

Please write both measures as variable and try again:

 

Measure =
VAR ResPrimary =
    CALCULATE ( COUNTROWS ( Claims ), Claims[ResearchCategory] = "Res-Primary" )
VAR BillablePct = [Billed/Billable]
    / ( [Billed/Billable] + [ManualCodeout] )
RETURN
    SUMX ( LossCov, ResPrimary * BillablePct )

Thanks for the continued help!  I created the VARs and the rows match my other equation, which is great!  However, the total is still off - even moreso than before.  See below.  Thanks for your help!
