Total is correct but in row is not correct

I have this formula, it displays the correct Total in shortage value, but in timing, (in row ) after shipping/before shipping. the value is not correct. Please help

Measure =
CALCULATE ( [Shortage Value], VALUES ( [Timing] ) )
