You may use ISINSCOPE to add a measure.

Measure 2 =
IF (
    ISINSCOPE ( 'Dates Adj'[Month Year] ),
    SUM ( application_count[Total Apps Adj] ),
    SUM ( application_count[Total Apps] )
)
